Caption provided reads: "N & W Overlook. Soon after the motorcycle license tag program I created was announced for the Blue Ridge Parkway, I was contacted by several individuals with questions about the program. I was also invited to attend club meetings and occasionally to attend a ride. Richard McDevitte and friends organized one such ride with the destination of the Peaks of Otter. I accepted. En route, a notorious overlook was the N&W Overlook, which was Roanoke Valley's best and worst example of encroaching development. I indulged our entourage to stage a photograph depicting such resentment. This photograph and others were occasionally used in campaigns about the degrading views of the Blue Ridge Parkway."
