Report by the Committee on Public Affairs is regarding a resolution on general amnesty. Floor debate considers the religious test required and intervention with due process of law. The vote does not support general amnesty. The Asbury Resolution regarding the Supreme Court ruling on prayer in schools supports a statement of liberty for voluntary prayer and discussion as to whether the issue is liberty or separation of church and state. The vote narrowly accepts the resolution. General Board Report recommends budget adoption, including loans and changing charters by colleges.
