Book of Reports recommends $7 million budget, loans to institutions for approval, and a joint commission on interracial cooperation. A committee of 15 will study a change in the relationship between the convention and Baptist Hospital and bylaws revisions. An amendment on federal aid is soundly defeated. The proposed amendment regarding baptism by immersion results in 1245 messengers voting in favor and 1078 voting against. Since a 2/3rds majority is required for a constitutional change, the motion fails. The Committee on Resolutions addresses issues including alcoholism, anti-semitism, marijuana use, protests protection, amnesty for draft dodgers, and public education desegregation.
