Emanuel Carlson, who represented the Baptist position in a Congressional House hearing, explains how Separation of Church and State should be interpreted. Suspicion is stated of institutions, including government, as a restraint on any activity of freedom, such as private prayer. The church needs to function less as an institution than as a protected organism. The imagery of a wall is used as that which protected the church from the wilderness of the world, beginning in colonial churches and later with Jefferson. The challenge is to discern appropriate balance and functions in modern issues, consistent with the historical adjustment.
